A year after Russia invaded Ukraine, the war continues to accrue appalling costs in lives and treasure with no end in sight, leaving those across the political spectrum to wonder how this war ends. What might year two bring? And what are the best options for protecting Ukraine’s independence, ending Russian aggression, and keeping the US and Ukraine’s neighbors out of the war? Join George Beebe and Ivo Daalder for a debate, moderated by Jessica Tuchman Mathews, about what it will take to end Russia’s war in Ukraine.

George Beebe is director of Grand Strategy at the Quincy Institute. He spent more than two decades in government as an intelligence analyst, diplomat, and policy advisor, including as director of the CIA’s Russia analysis and as a staff advisor on Russia matters to Vice President Cheney.

Ivo H. Daalder served as the US ambassador to NATO from 2009 to 2013. He joined the Council as president in 2013 and took on the new role of CEO in 2023. Previously, he was a senior fellow in foreign policy studies at the Brookings Institution and served as director for European affairs on President Bill Clinton’s National Security Council. He is the author or editor of 10 books.
